This is Epeira Diademata, a vampire-like entity who lives near households in the form of a spider with a cross on it's back. She can predict weather with the help of webs. It is said in the folklore that she is the restless soul and wandering corpse of a young woman who was allergic to spiders and was killed by one.
p.s. Epeira Diademata is also the name of a real spider(that has a cross on its back). I first read about it in an animal biology book and fell in love with the name.
